Get clergy/intellectuals up to 4% in each state. 2% is for max research points, 4% is for max literacy growth. Also make sure you've got good admin. efficiency in each state. If it's really low, POPs won't promote/will only promote slowly. Also research the middle column in culture, at least to Biologism for that sweet, sweet Darwinism +50% education efficiency.
