Cammy is a good beginner character. Ibuki and Rashid are far more technical, you can work on them as a secondary.

Kinda? Ryu has a particular playstyle now, where he's good at being aggressive and shitting out damage. Cammy is kinda bad, and Ibuki is difficult for beginners in addition to having no tech right now. Rashid is pretty good though
