If you call speed manipulation being untouched while ATB is still not back to 100% recover/0% destroy being getting better at balancing then I can't see Milky EE being balanced at all. Effect sources in general are still not fixed. There is no way this game will ever enjoy balance.

speed manipulation was changed, not sure when but it caps at 100% buffs and 50% debuffs
of course it won't be completely balanced but its better now than it was a while back

Those caps doesn't affect thunder units since their ((((speed manipulation)))) is a combination of buffs and debuffs.

until speed values are not properly distributed between sources; skills, stones, aces - and not normalized to x value +/- 30% for Base/E/EE, speed will continue to outclass atb in every aspect of the game.
