Well considering you need a "Blue-Eyes" monster to die to summon it, it kinda is an evolution. Also it's really not THAT bad. It deals burn damage, can become a 3k beater and has a built in Raigeki. If Crystal Dragon has a really good effect you can easily search this card with it which solves the consistency issue.

Alternative and Chaos MAX being skinny makes no sense.

It's a damn "When.. you can" effect so it misses timing and Monarchs like Kuraz and Zaborg will shit all over it and the Raigeki only applies when its popped by card effect and not by anything like Absolute Zero.

It's definitely situational but if there's ever a way to make it consistent and easily searchable it's not a bad tech card. While it does have the capability of missing the timing I don't think you'll run into that problem too much. With regard to the Raigeki, it also goes both ways so you can pop it yourself to get its effect off. I know a decent amount of Blue-Eyes decks run Yuki Usagi so if you activate Deep-Eyes effect you could chain with that and kill it if the situation ever required it.

Once again, really situational for the meta but for casual play it's really not a bad card at all. Maybe if we ever get more generic Dragon-support cards it could find a way to be more useful.
