That's just texture work. I mean it's a nice detail, but it's really not all that technically impressive at all. I mean even the texture itself doesn't even look super great, you can see it blur due to the resolution it is and how close up you are to it in that shot.

If capcom had planned better that general story mode, characters could switch their costumes according to the scenes, luxury costumes when they are in Karin's house, Bison could switch to his ragged clothes alt costume after Charlie blew him up, etc..
