It's obvious that standard 1.04 produces fun, watchable games with acceptable scorelines. It also has the fewest question marks involved.

Stop being a retard. Nobody was happy with the Moeshit settings. Nerfing players, in a game with AI competency problems, was a transparently bad idea. The problem, as many have argued, is not that 99s are too good; it's that GKs and defensive players were shit. 1.04 explicitly addressed that problem and, while not perfect, moved the needle appreciably in the right direction.
