It depends on who you ask in the Institute. X6 absolutely hates the over world, but he's a synth and thus doesn't get an opinion. Everyone else seems to be a bit more on the side of not giving a fuck as long as they don't have to go outside themselves. Plus they do recruit from the wasteland when talented people pop up.

Not to mention that the whole of the Institute can be guided by you as you take charge of the board and the members of the board seem to be rather taken to you by the end of everything.
