Not a hat, so likelihood is that it won't ever be unusual. The reason the heavy jacket could be unusual was because it was classified as hat equip region when it came out.

couple of possiblities.
1. Your config files are being overwritten from the steam copies so no matter what you change they come back. Unlikely because they only load from server if you don't have one.
2. Your config file is read-only, so doesn't save your binds
3. You have an autoconfig file loading on startup which sets all of your binds.
