Getting to level 20 quickly is all that matters. You can use the lucky eggs you get from leveling for that when you mass evolve pidgeys and the like, 60+ evolves in half an hour. Bag space helps you evolve more. After that LVL 20+ 10km eggs are the best place to get some good shit.

I almost have enough candy for a Nidoqueen. I have a CP 174 Nidorina and a CP 387 Nidoran. My level is 18. Should I evolve the Nidorina to Queen or the Nidoran then get enough to go Queen from it?

If by 'camping' you mean just being at the spot while a lure is active, then yes it is. It's something like a x5 increase in frequency of pokemon spawns.
I usually see at least 1 rare pokemon per lure.

basically when you're at your house, not moving with a lore activated, you get 1 pokemon per 5 minutes where as when you get a Pokemon every minute after walking 200metres between captures.
