time stop is very draining to use. Dio was able to use it longer since he was a vampire. also Jotaro got lazy and never used it for anything since the Dio fight.

No, it's a pretty cute fic about Gaster raising his kids right.

They mention in Part 6 that he can't use it consecutively, but the cooldown time is a few seconds, not an hour.

It's worse because Jotaro doesn't have the stamina to keep it up for more than five seconds. Also, DIO's time stop was devastating because he was a superhuman vampire with super strength and speed. Jotaro is just a normal human without his Stand, so he can really only use time stop for an extra attack or dodge.

Jotaro should play more bullet hells.
