That isn't actually true. There is a thread on LL that goes over how to use the animation tools to do animations.
Sure you need to know how to animate, but needing serious experience for that is only an advantage inasmuch as having a CS background would be useful for scripting, or a graphic design background for modelling - you can get by from scratch well enough. Granted it would take some time to not be shit, but that's the case with all modding.

I'm not really crazy about this mod option, myself. Nothing from the base game has it available, so it just feels really jarring and out of place when I see it on a modded weapon, kind of like having the equipment slot available for crafting armor.
