I admit that I cheated a little early on to put down reactionary rebels, but everything else was legit. For whatever reason, France never DoW'd me, so I was able to westernize before they could fuck me up. Beating them out of Algeria was easy after that, Britain was my ally and I attacked France right after they had gotten totally fucked down to 0 military score in a Great War with Germany+Italy.

I wanted to take it when I warred Spain, but as you can see, I was already at the infamy limit. It's a goal for the endgame though, just have to let infamy cool down for a while.
