Detailing clay. Takes a while, but actually lifts it out of the paint.

Also determine whether your "sap" is sap or aphid shit. It's usually the latter in my neck of the woods, and a lot of the bug/tar/sap removers don't seem to work well on it.

some hand sanitizer will take it off immediately and becasue it's a goo it will stay where you place it.

Just get a clay bar kit, removing bonded contaminants is literally what it's for. You're supposed to clay before you wax anyway.
