No, the fact that she was a tank that couldn't fucking tank was by far the #1 issue. We don't need another Roadhog that is a DPS masquerading as a Tank which is all D.Va would've been if they took a more offensive approach to buffing her.

heroes need to have strengths and weaknesses. That's how diversity works. DVA is not supposed to be super fast while firing her gun. That would be insanely powerful and tradeoffs would need to be made elsewhere in her kit. Not only that, but being low mobility while firing is an intended weakness.
