You should add some oil, Oil after all is a natural lubricant. Adding about 3 tbls will allow your coolant to flow much smoother through the metal parts of your cooling system. It will also keep your oil pump lubricated better.

100% Water is most efficient at removing heat, but antifreeze raises the boiling point and of course lowers the freezing point. In cool climates 50/50 mix is best but if it never freezes, 70/30 is ok

I've had two Saturns and they both use dex cool, I haven't had any problems

Looks pretty dilute, the least you could do is a drain and fill using the radiator drain plug.
