Also the normal end covers ninety percent of it anyways. The only difference is that instead of getting a boss battle where you get rewarded with literal horsecrap you just skip straight to the game over screen.
I'd say normal into true, because it's easier to just play the story through once just enjoying it, then going for the 100% completion and true ending on your NG+. That's how I did it at least, it's a lot easier with all the extra things the NG+ gives you. Besides, the VII normal ending is a bit like the V endings, the non-true ends are alright, but they encourage you to try again to get the happiest (true) ending.
