Not necessarily. Dark Templar has no cast bars on most of her skills and their animations go off attack speed yet most of them proc on cast effects, for example.

I went ahead and got it anyway, since it's a decent free option for a ring slot with that +10 to all elements. Doesn't work with any mgrap skills except overwhelming grab, which has a bar...
