IVs do carry over. Never use stardust unless the moveset for the fully evolved is good. For starmie you want water gun at least.

If you're at a non-shit PC using Nox is the easiest option. Just log-in and use WASD to move yourself around town. Spoofing on an actual device is more time consuming to setup and deal with.

IV's are pret dumb, especially how the docs calculates, there are sometimes huge gaps so 20%-92%, why bother worrying when the gap is so extremely huge, it could be 21% for all you know.
