Because they designed the classes around pve and solo class fanta sea, and they though pvp could be fixed by merely adjusting values. which results in some classes feel terrible to play because their mechanics dont work well in pvp unlike pve.

If a class plays like shit, giving it 50% vers isnt gonna make it fun
