Winston's ultimate is not some crazy game changer, or extremely lethal, or a wumbo combo setup maneuver. It's a distraction and attention grabber that allows your team to close distance or set up a point better. It's one of the weaker ults in the game and only results in environmental kills or the occasional hot monkey gangbang in the corner on one squishy.

His ultimate has tons of counterplay with discord and sleep dart shutting him down completely.

Him having sanic fast ult charge would increase his tankiness immensely if chimping out was something he could do all the time. It would make him a better pick in some situations than Dva which he needs desperately.
