You can have a level 0 pokemon with 15/15/15.
And if you're level 40 with enough candy and stardust you can make it have the highest CP that pokemon type can ever get.

Yes, pokemon can spawn at level 0. They're normally 10-12 CP.

That should have been obvious to you. Pokemon with higher STA will get more HP per level / power up and as a result have a higher CP. It's the same with all of the stats, they just affect the CP value differently.

Honestly. Don't even care, by the time they start rolling those bans IF they start happening it will already be too late. At least in my case, I'll probably drop this game after a week after I'm bored off The cooldown to collect coins is every 20 hours. When the cooldown is up, capture as many gyms as you can and then cash in. You don't need to hold the gym, although it helps since next time the cooldown is up you don't need to take it back.

Basically what I'm saying is, you don't need to be holding the gym for 20 hours. The cooldown will go down regardless.
