the maintenance issues don't come from simply bolting on some fancy inlets. your car has to be remapped to utilise them better, your powerband shifts higher, having to keep the revs higher more often for power.
inlet (and outlet) airflow changes can really do some funky things to your engine performance, it's really interesting.

if you use short trumpets on there, yes. longer trumpets/runners will increase low end torque and move the power band down
Yeah, depending on the car it's actually difficult to get properly sized trumpets purely due to space issues.
Only car i've had some experience with ITBs with is a clio 182, those can get pretty short because small transverse engine hot hatch
