There's really no way to counter Cloud. His only big problem is that everyone plays him, so everyone has the MU experience.

Gimp him. Any character with a counter can stand on stage or do it in his way and he's dead.

Nearly all the characters with counters are also susceptible to being gimped by Cloud.

I've heard a few people say that Pikachu is a good counter. Good kill potential, pretty fast, and one of the easiest character to land gimps with.

I can kind of understand that, but Pikachu is one of the hardest characters in the game to play. In contrast, Cloud is arguably the easiest, next to May-rioh.

You'd have to substantially outplay your opponent.

I follow alot of high level competitive smash, listen to my advice:

If you master Sheik, it's belived she wins cloud due to her having horizontal combos that can send him into an offstage situation. but do note sheik is one of the most technical characters in the game

Marth and Lucina are also a solid answer, a japanese top player called Komorikiri counterpicks Lucina against clouds. while im not sure if they actually win the matchup, they certainly do really well in it. try to use your counter to gimp cloud's recovery. Marth is generally seen as stronger than Lucina btw.

Diddy and Mario also deal with cloud pretty decently (even though mario has troubles dealing with disjoints, cloud's recovery suffers from cape and flood)

Some day Pika is problemtic for cloud because of his edgegaurd game but i find this a bit questionable considering pika is known for not liking disjoints. maybe he does beat cloud, maybe he doesn't.

Pikachu has one of the worst kill potentials in the entire game user. not the absolute worse though, and he is still a pretty good character due to being fast, having a good combo game and edgegaurding, and having a tiny hurtbox

Having non-true combos is still pretty good, you force your opponent to either execute the combo-escaping options properly or get combo'ed.

Not every combo you see players get cought by in competitive smash is a true combo

There is a huge difference between true combo and non-true combo.

True combo always works regardless of what your opponent does.

Non true combo is like an execution test for your opponent - the combo is escapeable, but they must do the right thing to escape it.

True combos are FAR better and more important, obviously.

This only occurs when the opponent is in the middle of an attack or shield animation. Their animation for getting jumped on can't be played so you just jump off them immediately.

They need to focus on making characters better instead of making them so bad that the game is almost unplayable

It will never happen. You could spend 15x the resources rebalancing 10 characters, or just fix the problem. This is without factoring in the fact that Smash isn't designed to be a super high level, meta-driven tournament game. Some characters are bad competitively specifically because they're intended for low level players.

Also consider Smash 4 is probably approaching middle age - I can't imagine we won't be hearing about Smash 5 within a year or two.

This is also why the DLC characters have been so rushed and poorly designed. They're made in 6 weeks with virtually zero testing. We should thank our fucking stars that Mewtwo and Bayo got fixed.

Cloud is broken, but he isn't meta-destroying, so all things considered, I think he'll probably be left alone due to time/money constraints.
