Follow a crew to find out where their meets are, get high-viz vests and hard hats, got out the day before and drill holes/make whatever preparations are needed to deploy the bump as quickly as possible. Nobody looks twice at people on construction gear, so suspicion should be near to none as long as they aren't meeting in like a Wal mart parking lot.
Alternatively, you can get some of that insta-dry 2-part epoxy-of-death and just fake-weld it to the parking lot.
