Where do you input coordinates for sniping?

I have a 361 Dratini thats ~60% full on the CP bar, but it has 95% IVs. Is it worth evolving it and powering it up even though its not near max, or should I wait until I find another Dratini with similar IVs but more CP?

I used to have to update every couple hours but now it still says this is the newest version even though it has been a couple days.
