Unlike the others Oracles, she's not loyal to her CPUs, she's loyal to her nation directly. If she had any insurance that Noire would ever become a danger to Lastation or Gameindustri, she would immediately try to protect Lastation.
Unlike Chika or Mina who think of the CPUs first on the logic that the CPU make the nation, Kei is closer to an atheist who thinks that the CPU only exists to support the nation, not the other way around.

Which is why she's the best girl, right after Blanc. The best oracle.

The problem with that is how that Kei does love Noire and Uni. She was visibly disgusted at Nepgear being the victor.
