Because it's not a graph about aircraft unless we jam as much shit into it as we can.
For the Su-27 It'll be pulling 9g at ~620kph while the F-15 is pulling 9g at ~700kph. Although since the F-15A has a pretty big thrust/weight advantage over the Su-27, it won't be losing as much energy.
The Su-27 can turn slightly sharper, while the F-15 can turn longer. Below 500kph the Su-27 has a slight advantage in turn rate, while the F-15 has the same advantage in the high subsonic region. They're pretty much identical throughout the rest of the flight regime.
