Basically skills/spells that can be selected before the game independent of the hero, for example you could have a free build-in blink at minute 0 regardless of your hero.

League of babbies has a system where ever player starts the game with two "extra, free spells", called summoner spells, out of a pool of 12. They are not hero unique (or champion if you want to leaguelingo), and basically it's always flash (shit blink)+1 depending on role.
