It's not the same thing at all. Other mobas give you the choice to purchase an item which has passive stats AND an active effect (an effect labeled as an active, which you activate with a key press). This active is triggered by a key press and acts indepetantly from anything else in the game. You press the button and choose to use it, and only it.
Smite does not. Smite you can buy a relic, which is an active ONLY item. It has no passive stats attached to it. You can active the effect with a key press. Other mobas also have these items like smite. But smite is missing what I explained in the first paragraph.
The items with passive stats in smite have passive effects (which are all labeled as passives) because you don't active them with a key press.
I can't really explain it any clearer then that. If you say I am wrong, point out an item in smite which has passive stats AND an active effect like I explained in the first paragraph.

I'm not on any high horse. I replied to a frog post. I admit I worded it wrong for people who don't play other mobas and got confused with what I meant. But there is a clear difference and it does have a bearing on number of strategic options.
Like someone else pointed out spectral armor could have been the first real active item with passive stats, which could have opened that branch of items up in smite. But yeah, controller mapping was probably what killed that from happening.
