I don't understand why they can't ride on sidewalks.
I understand people walk on sidewalks. But there's far less risk to everyone if cyclists were on the sidewalks too.

This. Sidewalks are one bike wide, most roads have room for bikes on the shoulders or in dedicated bike lanes.
I really think the solution to the problem is more bike lanes separated from the road, like pic related. The bikes, pedestrians, and cars all have their own dedicated spaces so they don't fuck with each other.
