Why was every 70's car redesigned in the 80's by sticking large amounts of black plastic on the body?

The black spoiler is something the sport models of citroën cars had. Other 80s revisions of the CX (like the CX 20 TRE) didn't have that kind of stuff, while the BX GT, which is a purely 80s model, have one.

Based off the Pontiac Fiero the Zimmer Quicksilver is a truly beautiful car.

Yet both it and the Golden Spirit both have subtle hints of the 80s car designs, despite the fact the spirit looks like something out of the 30s. ;)

If a modern car today was stripped of all the safety and emissions equipment and made to the spec of a car made 40 years ago I wonder how good the mpg would be.
