Depends greatly on the Pokemon, but a Dragonite would probably have maybe a 200 CP difference at max.

Well you'll always match a counter so yeah an 1700 would kill a 2600. Hopefully you can dodge and you'll also spam your special right away, so you handle it better than the AI too. Another reason why IV is somewhat of a meme.

I don't really know how to explain it, when I first saw the anime when I was like six I just thought Koffing and Weezing were pretty cool and that's what I'd want it Pokemon were real.

I have one on my team in every game it's available in, even if it's not the best. With TMs it has a fairly diverse moveset for playing the game.

Those 0-15 IV bonuses really aren't going to make much difference when you compare them to the base stats of some of the higher tier mons. Having dope-ass moves plays way more of a part than good IVs.
