the best candidates are SR/SSR. the most efficient way to use your grails is to level multiple useful/utility servants up to lv90. the lv90-100 ascensions require 5 grails making it inefficient.
however most of us just said fuck that and dumped everything into our favorite servant and got him/her to lv100 max ascension regardless of his/her star. i for one picked Boudica and have no regrets
