Actually yes, somewhat they are because all the normal model have been enginereed starting from the Quadrifoglio version which was the original "white sheet" project.

They said that the manual Quadrifoglio set a new record of 7:36, 3 seconds better than the last one, but they won't make it official.

The automatic, with the ZF8 (not the DCT), is aiming to 7:26, 10 seconds better.

Euro pricing is out AFAIK. How does it compare to e.g. a 3series?

I'm not sure the 3 series is much competition these days although it still kills it in sales.

What's with the agonizingly slow roll-out of this car? Is it to build up demand, and keep would-be buyers from buying something else in the meantime?

You can stuff the best parts possible into a car, but if it's shoddily put together by lazy italians, it'll still suck. Hoping for the best still, but I'm definitely not pre-ordering that thing...
