It depends

310% is physically faster than flightmasters and if you actually beeline to your destination (unlike flight masters which take stupid circuitous routes), they're always objectively faster

280% is physically slower than flightmasters I believe but if you still beeline to your destination it's faster anyway. Flight Masters might occasionally be faster than flying somewhere with 280%

150% flying is way slower obviously but in some circumstances it can be faster, if a flight master route happens to take the longest route possible for some reason. A good example of this is flying from Outlands' Dark Portal to TK or BT. a beeline on a 150% mount is way faster than taking the long way around on a flight master.

I should mention that flight masters are a 300% speed increase I believe
