so I just started, did the reroll stuff on a guest acc and got only summer Io from my 13~ draws you get as a new player.

I looked at the tier list and she seems to be pretty garbage. Problem is, my luck is always shit at gacha games and now I don't know if I should just roll with it since she's a rare season roll or reroll anyway.

I don't know how upgrades/evolutions work in this game, is there any chance summer Io is valuable/will be in the future?

Also heard that there are level 100 versions of the omega bosses, are the drop rates much better? That might decide if I'll steadily follow events and save omega animas or rush levels for the magnafest

Save them all for when you start working on your GW character and you can buy whatever drops you need that you don't want to grind as much for. I spent all mine on Mithra anima, Ancient Cloths. Tomes and Scrolls.

Get the SR tickets. If you get SR guns and you don't have enough gun elements, you can uncap them with casino silver bars (save 5 silver bars for your class weapon though) and reduce them for a fair amount of elements. Getting characters and moons is pretty cool too.
