No, and no, but the high expense of these development things in terms of the mats they consume and the length of the scenes makes it feel pretty redundant. There should be some benefit outside of just "some more stupid scenes" to actually have a reason to choose one development quest over the other. Hence why I feel it's poorly thought out. CE's are an actual item in the game though. It's a reward. Scenes...not so much. With CE's, you have a reason to prioritise some over others based on your favourites, with this it's more a little visual icon that you get and given that it'll expire after the event there isn't much of a point to it. Really, that comparison you're making with Valentine's Day is a horrible one.

Take Zerker Lancelot and Galahad for example. If Galahad uses Galantine, Lancelot can only face-tank it, which will usually lead to his death.
