I've always wondered why Cali has so many chases, is it because they get constant media coverage?

I remember watching a chase last year in LA, and they showed the driver eat a bullet live on TV. The newscasters pretended it didn't happen and just kept saying, "Well, we saw a flash of light. We're not sure what happened."
