Long story short: gf's got a free house for two weeks so brought my PC over to play vidya.

Try launching GTA and its stuttering constantly.
No settings have been changed or anything like that. The only variable that has changed is the TV. I'm using her TV, rather than my own. Everything else is exactly the same setup.

It's Just GTA that's stuttering. All other games work fine as usual.
What's going on here? Refresh rate on gf's TV?

I'm on the loading screen right now and even that is stuttering. I can hear the loading music coming on in intervals. 1 sec on, 3 secs off. But the loading wheel in the bottom right was going around without any hesitation.
This is fucking weird.

Turning V-sync off didn't do anything either.

It's not a graphical lag, I've got a top of the line PC and play GTA on maxed out all the time at home. it works fine in that 1 second of motion but then it just freezes for 3 seconds.
There's no lag of command either, I can only direct my player around during that 1 second where it's active. Trying to move in the 3 seconds where it's inactive doesn't effect that 1 second, there's no catch-up.

Can't help but think it has something to do with this TV

Maybe mess with graphical settings a bit?

Like what exactly? I've tried the refresh rate, as to my understanding the TV you use has a factor in the refresh rate, but that didn't solve anything either. I'm trying to get my head around why the TV is dictating the gameplay, rather than the PC.
