it also provided auto-win tool aganist high-altitude fighters. Previosly if you ignored fighters going high and furballed you were at disadvantage, because you had to climb to them after killing lawn movers. Now, you stay low and wait for them to go low, or for trucks to spawn.

Tier 3 is shit, because 76mm pens about as much as KwK 40 and D-5T with stock ammo, and for some bizzaro reasons APCR is restricted only to Hellcat. And even if it pens it does very little damage, but same goes for most Brit guns as well. And by time you get APCR for Sherman, you're up aganist Tigers, Panthers and T-34-85, that will one-shot you from any range and angle.
