Depending on who you are fighting you could place stacks of 48 or 60 units on your Italian border and then the ai won't attack there. Check what their military tactics are and what yours are.

Try making the war just you vs. Italy and co. If the war is just over Dalmatia then ticking war score will be in your favor

Because you have more men to train at once so they will not be trained as well. And forcing draftees to stay in longer would lower morale.

I doubt Russia with four year draft and more men to mobilize would have better soldiers than Britain with a one year drift and much less men to train. And especially a volunteer only army would have much more willing soldiers.

That would be accurate with regular soldier pops but the experience gain is seen in mobilized units as well, which is really what the draft law is about.
