The problem is that the ban makes perfect sense. As much as I like cars, some EU cities have layouts that are centuries old that weren't built with heavy traffic in mind, and the level of smog is making the air fucking unbreathable. Nobody wants to be on a respirator when they hit their fifties.

What is far more efficient is Congestion charge, despite that it's uncomfortable for motorists, from societal perspective it's much better way to limit air pollution.

If the restriction was starting this year I would agree with you but remember that by the time the restriction comes into place cars made during 2010 will be ten years old. Cars from 2010 aren't that cheap now, but that will be different in four years' time. Besides the public transport in Paris works just fine. When I was there having a car to get around instead of the Metro would have just been annoying with the traffic, parking and the way the locals drive.

I lived in Paris for a couple years (Avignon before that), and I never owned a car and did just fine. But it's more than an issue of practicality, but one of freedom to choose. Not being able to choose what you drive is absurd, and is working hard to force people to go into debt for new cars. People who are driving 20+ year-old shitboxes in most occasions don't have the money to outright buy a newer car, especially in an area as expensive as Paris. In America people would start screaming about being a shill for the car makers, which would more than likely be correct.

You sound like you came from the USA. But the USA doesn't have the dire smog problem that France has in the Paris region. Since the old cars pollute like mad especially if they cut the catalytic converter and only put it in for inspections, it make sense. Newer cars can also phone home car sensor status so perhaps the newer models will have better defenses against those who evade pollution laws by running without catalytic converters (like in the american south).

It could be a good security feature too as Paris has had a violent 2015. Older cars don't phone home the locations or have built-in microphones to listen in to suspected terrorist conversations.

Newer drive by wire cars can also be remotely commanded to misbehave (fuel injector control profile change), thus forcing suspects to bring the car in for service. At that time, bugs can be planted in the car and the misbehaviour can be uncommanded.

You have to register your car as "collection" I don't remember everything, but every car which was built more than 30 years ago is eligible.

It is even more restrictive for bikes as it less that 10 years old if I recall correctly.

Have political elites in the Western Europe gone completely mad? Seriously, limiting cars to specific years is utter stupidity. There are at least two more reasonable options.
1) Congestion charge - you drive in the city center you pay congestion charge
2) Engine or car based congestion charge. - The more your car pollutes the more you pay. Create chart to pick models and based on that calculate pollution or subcontract authorized services, which will measure emissions.

Only reason to put forward proposal about specific years is so that people would buy newer cars. If you want to achieve that as a government there are far better ways to do it, such as increasing safety norms so that cars after certain years couldn't pass such exams. For example, make airbag mandatory equipment.

I think auto manufacturers might have had some influence to these decisions if you get what I'm saying :^)
