I was in your position. I started spamming lucio and climbed 10 ranks in a few days, I'm 63 now. Most important thing as lucio is to stay alive at all costs, speed boost your team out of harmful ults, and time your sound barriers well. Doing this grants you reasonable carry potential.

Just instalock lucio and get carried to the high ranks.
