No. Ornaments are not separate items. They're just a perk on the weapon you need to unlock some how.

Each armor has 1 preset ornament, and each exotic has 2.

No, that was the original theory Because Bungie said ornaments would come from Trials, Rise of Iron book, and the Raid, so people meant ornaments as parts that you attach to armor, but now that more details came to light it seems what they meant is ornaments will be a part of the raid, trials, and Rise of Iron book armor sets (as in only those 3 sets will be ornamented)
Ornaments themselves seem to be just a resource named "ornament" used to unlock any ornament node. Think if chroma was just a single chroma material that unlocked any color.
