I would level first before using your boost if you do buy legion so it doesn't feel wasted.
Stats are creeping back up to MoP levels.
Community is up to you, if you do nothing don't expect anything but you can still find a guild of people you don't hate to run shit with. Should help that Legion has a lot of 5 man content that will contend with raid ilevel gear.
