How do I start modding again? What priority should I go it? It's been a long time and I don't know where to begin

Have you started on Silna or Kath yet?

Start with the environment, grass, textures and the like.
ENB of course.
Then world space edits such as new cities and whatnot.
Then of course what body and npc mods you want and then go nuts!

Ah, right. What texture/city mods are good these days? I saw something about Dawn of Skyrim, is that good?

I use JK's I happen to like and I use Solitude reloaded thats a must. The Dawn series is great too.

Here user, I made a list of personal city mods I use that are really well done. As for textures mods, check the site in the OP. Like an ENB, texture mods are all personal preference.

Just how devastating would it be to remove a city overhaul if I don't like it? Would my save still be usable? I'm interesting in trying them out.

I was thinking more about that. Despite how how much I like Kathniel I feel like Silna would have a more interesting relationship with Revuel, Found one day captured by bandits, following him and mooching while living in his house basically becoming a NEET while occasionally dragging him along on some scheme to get rich fast. Kathniel is still my favbut I'm starved for ideas with a character that doesn't get into trouble.
