There's a difference between "Elaine is fine" and "Elaine is needed in most teams because CR is out of control".

Even with the buffs she wouldn't be seeing as much play as she is now if it wasn't for most strikers desperately needing more crit, that's one of the reasons why we were seeing Linmay and even a few off color Veronica's appear in frontlines before Elaine got buffed.
