Allegedly Blizzard occasionally looks at match rating data to help figure out potential balance issues.
As far as anyone can tell, though, it has no immediate impact and is mostly what we call a "feel-good" mechanic. If you feel like shit you can vent by hitting the - button instead of lashing out at your teammates and/or enemies. If you had a good time you'll be all "hell YEAH I'm pressing that + button!" and press that + button.
Most people don't even think to put "yeah this was a decent game", though.

no way they are spending their resources on something like that. If they ever implement missions or a campaign it'll be on a paid DLC/expansion and it'll launch at the very least in a year or two from now.
Could Mercy bring Amélie back?
I'd honestly rather have little short single-player missions with fixed characters. Then the missions could be balanced around each character's individual playstyle and help players learn the minor nuances of each hero.

Stuff like that. It could help players both new and old practice specific features of a character and help them learn some of the tricks that could help them in the multiplayer modes.
