Granted Nuka World is in beta right now, but that IS the last DLC, so it seems like an okay time for release to me. They're not going to patch much past the final DLC barring some problems with it specifically so it should be fine.

Yes it is if you like building at all. People say b-but mods do it! but there isn't any mods doing what these do, only ones that use it to expand on it.
If you build the cages you increase the chances of that faction/group spawning to attack and free them, I have about 15 gunner cages so I get almost daily attacks, I get a legendary from each one plus a small pile of guns, ammunition, food and weapons for each group. And I turn them into beef jerky + building supply with the contraptions production line + manufactoring extended. WW also adds a new generator that does 100 power and a new purifier that can go into soil but makes 10 water and both have decorative shit. Also there's an archway that removes radiation when you stand in it and a much MUCH easier way to get electricity into your rooms amongst other things

Kellogg has more extensive cybernetics and is just some wasteland merc they picked up and granted the cybernetics to because he was too useful. The arm is a power assist brace, the brain implants help keep him from going into senile dementia and possibly stimulate his physical systems to slow the deterioration of his body. He's still human but with assists like an artificial kidney or a pump to assist his heart.
