Why? First of all the player who used this most certainly should not get cards back. What better way to fuck your opponent over then by wiping the field and setting two face downs. As for the opponent, he is allowed to use any effects he wants that turn, unlike the CED player; negation effects, graveyard effects, etc. Assuming they even let CED get summoned and live long enough to activate his effect at all. ABC with A equipped, Towers, and some others also laugh at this guy.

You would have to ask a judge to verify whether or not he was able to activate Wyvern in the first place

Also note that some judges will actually give YOU a warning. You're "supposed to trust your opponent" and not "waste" the judges' time by doing this.
I would never do this as a judge, even though I'm recommended too, because it's dumb as hell.

Man Ciphers have the potential to be really fun, but in real life they're hindered by the lack of the most interesting cards (namely FUCKING CIPHER INTERFERE) and in the anime because of their fucking tunnel vision into Cipher Dragon when the deck is just so much better suited for R4 plays.

Help, I keep wanting to drop Pot of Desires because I often banish unsearchable cards like Soul Charge/1-2Return of the Dragon Lords, leaving me at a massive disadvantage for the rest of the game, especially if I draw into something like Dragon Shrine/Melody.

Banishing that limited and unsearchable stuff does suck, but they're ultimately winmore in most situations assuming you're using the card correctly.

How long do I wait then? I can't just not use it until I draw into all 3 of my Return of the Dragon Lords, and if I have enough of them to be comfortable anyway, It's just a winmore card.

Buster Blader would be shit in any meta in the past half decade because of how much it bricks and how much hand advantage it gives up to put up relatively easily breakable boards.

That being said, it's pretty fun beating BEWD to death with it and Descend Dragon Magician helped.

The meta right now is kinda odd.
We have Blue-eyes, Kozmo, Monarchs, a mashup of BA Speedroids and Phantom Knights, the abomination of half of the previously meta pendulum decks shoved together, Metalfoe + everything, and lots of random rogue decks abusing new power cards.

Mermails are still pretty decent. Not reliable for big tournaments, but you should easily top most locals with them. You'll need Neptabyss, Norden and some Kaijus though.

They have the most broken draw/search card in the game. Can choose between a build that blocks all ED summons or a build that can consistently summon Pleiades or a L8 Synchro that's Quasar but better.

Blue Eyes White Dragon.dek: A deck that summons big beaters and attacks. It doesn't do bullshit like the other decks and is actually bearable to play against.
